How do I host multiple sites on the same server with their own sitemap.xml and robots.txt files?

I have tried using substitution rules with some success but I don't want to ever be able to link to sitemap.xml and robots.txt by full path http://SiteName.Domain/Test.nsf/...

This is my substitution rule

Incoming URL pattern
/robots.txt

Replacement pattern
http://SiteName.Domain/Test.nsf/robots.txt
